water pump pully/ balancer

What is this here. It's right on my water up pully. Is this a balancer or something for vibrations? Just wondering if it will help my moter rev up just a little faster if i remove it? I mean its a monster size plate.

This would be a Corvette specific item, nothing like that ever came on an F-body... I'm sure it has some purpose..

ok i reseached some more. It's belt balancer 88-89 years, AC compressor caused belt viburation at 1000 and low RPM with the AC on so GM put a Frisbee on it to stop the vib. I hit up a Vette site and read a bunch of posts and removing it a the best thing to do no complants.. If frees up 5-10hp dyno proof and revs much quicker with not much problems beside a little vib durning ac use at low idle.. heheheh frisbee go flying into the trash can.
