is it necessary to degree in an lt4 hot cam?

It isn't really necessary to degree any cam. Most of the time, they are manufactured closely enough to the specification to run the engine. If you want to be absolutely certain it is on spec, or if you want to install it at a slightly different position than was intended, it's a good idea. It's also a good way to be certain you got exactly the cam you ordered/bought.
