trying to get my tpi to pass inspection

Well i ran into a few problems with my car and im getting it inspected next week. First the horn doesnt work and i dont even see the wire that connects to the horn button but who knos were it is or how i can make it work. second the guy before rigged this car up so bad and i dont kno what to do about it the beeping noise that the car makes when the doors are open continue even when the car doors shut and it doesnt go away till u start the car. Also the cooling fans always run as soon at the key goes on the on position. Door locks have to be manually locked im guessing maybe a blown fuse? Also the hatch doesnt shut right and my last one atleast made a noise when it was trying to shut it so im guessing the motor is trash. last thing my car surgers hardcore idles high when starting up then idles way to low and cuts off unless i give it gas. How can i fix these problems are is my l98 complete junk?

The horn sounder has a lead which connects to the slip ring directly under the steering wheel. There is supposed to be a cylindrical plastic bushing with a spring loaded brush and short lead which mounts to the turn signal cancelling cam in a bayonet fashion. The wire lead from this bushing/brush assembly clips to the horn sounder on the steering wheel.

The key/headlamp chime or buzzer operates when the door is opened. Make sure the door jamb switches are operating and that none of the wires to the switches are grounded, pinched, or othewise damaged.

The cooling fans operating immediately on ignition power-up indicated the ECM is in Field Service Mode. Make sure the ALDL connector under the dash does not have a jumper installed in it, and that the MEMCAL is properly seated in the ECM socket. You'll have to lower the ECM from ther right side of the dash panel to access this. The fact that the engine idle RPM is not correct is probably related to this problem.

The rear hatch pull-down motor is a separate issue. You can search the board archives for lots of information onf troubleshooting and repairing it.
