Since our cars are ODBI, it is my understanding that there isn't much a "Power Programmer" by Hypertech/Jet will do. In fact, I'm not positive you can get these for our cars?
I don't have alot of experience in this area, but (if it were me) I learn how to do it on the laptop so you can burn your own PROM. That way, if you decide to add aftermarket goodies later, you can adjust for them.
The following link is a good site I found a while back that has alot of info and sells alot of the cables, chips, etc you may need...
DIY Fuel-Injection Tools:
Created by an EFI enthusiast for EFI enthusiasts like you! : Moates.Net
Other than that, you may want to search in the DIY Prom section or post this topic in there... those guys know alot more about this than I do
Hope this helps.
Best of luck!

you need to get TunerPro RT.
after you do some datalogging, if you feel the need, then it's time for Flash-n-burn to burn your own chip. Moates.net

I tune my '87 IROCZ with TunerCat.
What you will be doing is "burning" (programming) Eprom chips. 3rd gen cars are OBDI cars.
