Power in Start pos.,but nothing happends

Car: '87 IROC
Engine: 350
Transmission: 700-R4
Power in Start pos.,but nothing happends
Car is an 89 IROC with an L98/auto. The computer was tuned and the VATS were tuned out.
I have a wiring diagram in a Hanyes manual and I have found that I DO have power at the yellow wire in the START position. The diagram shows the yellow wire going from the ignition switch on top of the column to the Starter Enable Relay and then to the neutral safety switch...we arent getting power at the neutral safety switch when we try and start the car.
So my question is where is this starter enable relay located?
If the VATS are tuned out of the computer like my dad said they are,you dont still have to do the resistor bypass correct?
When I turn the key on,the radio has power,fuel pump primes,get the buzzer...yadda yadda yadda but whe you try to start it NOTHING happends,not even a click or attempt. The headlights come on as well and the battery is pretty new.
Any help is greatly appreciated.
