IAC "closed" but air is getting passed?

IAC "closed" but air is getting passed?
i had another thread, figured i'd make a new one with a proper title and problem.
Basically, when I'm adjusting my minimum air and setting idle, the IAC is letting air past when it's not supposed to.
When I do everything according to instructions (Jump ALDL- let IAC extend, disconnect IAC & timing wire) the lowest I can get the RPM in Drive to be is 500-252RPM (according to WINALDL). AND, this is with the throttle screw almost not pushing the blades open at all, it's only about 2 full turns away from not pushing them open at all.
But when I plug up the airflow hole that goes to the IAC, and start the car, the idle goes down to 425-450. that is the absolute lowest rpm I can get it to do, but of course I can't have the iac plugged all the time.
I just replaced the IAC (old one was pretty dirty) and cleaned out it's seating area and everything i could get to, along with spraying it with carb cleaner. I also bought a new IAC harness connector since mine was beat up, so now i'm confident that that's not the problem.
It still let's air passed..100RPM worth of it

For some reason, the IAC pintle is not sealing against the seat in the TB. That could be due to some remaining dirt in the TB, on the pintle or rack (which should have been solved with the new IAC), or some misalignment of the IAC pintle and bore in the TB.

Try removing the pintle from the IAC by rocking it back and forth and gently pulling on it. Clean and lubricate the stem, then reassemble it and install it. Make sure the pintle is fully retracted before you install the IAC in the TB.
