how does cts work? diagnostic issue

My check engine light is on for my cts. With my laptop, it reads that the cts is recording constantly 150 degrees celsius which is aprox 300 F. No matter if the engine is hot or cold. I unplugged the connector from the sensor to see no different reading on the laptop. Does this sound like a bad cts or a bad wire somewhere? Could I safely ground the plug that plugs into the cts to see if it makes a difference?

you have a short in the wiring somewhere.
if it was an open circuit, like when you have it unplugged it would read -40F, as in 40F degrees below 0F.
