89 GTA 350 TPI. I installed new injectors as 2 stockers were bad. That cured the miss but not the hard start. The injectors receive the pulse but only after about 5 seconds of cranking - this is when the engine is cold. After the engine warms up the cranking time is 1-2 seconds. Fuel pressure is good.

OK, just to clarify:
You said the the injectors are getting a pulse after about 5 seconds. Does that mean that it starts after 5 seconds, or does it mean you get a pulse after 5 seconds.
If you're not getting a pulse for 5 seconds, then it's not the injectors. Did you test all 8 injectors?

Do you hear the pump turn on when you first turn on the key?
That would indicate the relay is ok.
VATS box issue maybe if they key is loose in the switch. May not read the right resistance right away. Might just seem to work better when warm??
