fuel pressure problem

fuel pressure problem
I just hooked up a fuel pressure tester to my 86 TPI camaro. When you turn the key the fuel pressure shoots up to 40, then immediatly goes down to 0. any idea where it would bleed off to? i have 24lb accel injectors with a adjustable fuel pressure regulater. any suggestions?
