86 LB9 with 85 ECM Hesitates

Axle/Gears: 3.42
86 LB9 with 85 ECM Hesitates
I am having hesitation issues with an 86 iroc with 14k miles. When hooked up to the OBDI and programmed in for an 86, there was no data stream. So thought ECM Bad. The car was built 11/85 and the shop tried setting the OBD in 1985 mode and the data stream appeared. So I know it has an 85 ecm in it.
Stumbles when you stab the throttle.
MAF ok
ERG ok
Cleaned Injectors now it idles at 1300 rpm
IAC Reads almost closed(?)
Doesn't go into closed loop even when driven
- 02 sensor reads but not sure ok as readings vary too much
- Coolant temp reads all the way to 192 when warmed up.
Is it possible it has the 85 cam as well??? How would I find out???
