Is your throttle body closing?
I had a similar problem, my throttle body didn't close all the way. You may have to put on another spring from the throttle cable bracket to the throttle body. It's worth looking into. Strange thing about mine was that it was fine when the throttle body was cold, but when it heated up it would stick a little.

I've got a POS re-bore 52mm from TPIS and it sticks at all positions but mostly near idle. Added an additional spring and it solved most of the problem.

Yep, I had to do the same thing with my TPIS 52mm TB. Since I dont have the TV cable with my manual trans, I put a spring on that spot on the TB, and to the throttle linkage on the side of the plenum. It works great.
