Yes you can... You wont see the full potential of the engine though. I'd get a better intake (edelbrock, accel, TPIS) and better runners at least (as&m). Also get a bigger TB although it's not imperative that you do.

I agree with Blade, the stock TPI intake will need to be upgraded to increase its airflow, to get its full potential.
Also, I am inclinded to go with a different method of induction: Superram or Miniram, if you wish to go "fuelie". With a 400, you don't need the torque enhancing properties of the TPI system. It makes plenty of torque the old fashion way, with cubic inches. The other two systems will definitely make the 400 perform to its optimum potential.

I agree with whats been said, and consider this. This past weekend there was a guy in a mid-80's Z28 running 10.3's at 131 mph all motor. He had a 406 with a Victor Jr converted to EFI.....thats hauling the groceries. He won the overall True Street competition and beat many a SC/bottled car.
I forgot to mention this was at the Bristol GMHTP EFI Nats.

That 400 will consume a lot more air than a 305, just make sure if gets enough fuel all the time.......

As a budget option, check out my EFI page.
There's some relatively inexpensive tricks that can help out your TPI, such as reworking your 48mm throttle body to 52mm, porting the plenum AND the base, and adding aftermarket runners that are gasket-matched to the plenum and intake.
