FuelPresureRegulator - how does it work?

I've got a fuel pressure problem (pressure to high) so i'm trying to trouble shoot my fuel system. I have an adjustable fuel pressure regulator and im trying to figure out how the whole setup works.

What i can figure is the fuel comes i pressurized out of the fuel rail from the hole at the center of the assembly, then the flat at the center of the diaphragm and pressed up against the hole by the spring, control the flow of fuel into the fuel rail. Then the vacuum line creates a low pressure on the dry side of the diaphragm increasing the amount of fuel allowed into the system.

If this is the case, then how does lowering the adjustable screw compressing the spring on the fuel pressure regulator INCREASE the amount of fuel flowing into the rail??

Any help would be greatly appreciated, im obviously missing something key in the setup and need to be pointed in the right direction. (note: them lowest psi i can get my rail to is 80psi, and is running to rich)

so you cant adjust the pressure did you like the regulating fuel pressure or did it come like that
