Where can I get this done and how much do I need to expect to pay. Plenum, Runners, and Intake, or is there something better.

there are two extrude hone establishments in the U.S.
obviously you haven't even tried to look them up on the web.

BryanJ - Do a search with "Extrude Honing" on this site. Looks like people have spend $300 to $500 to extrude hone an intake with marginal results. Low bang for the buck.
