The BEST? Yourself, bar none. Go to the DIY PROM Board and read Traxion's PROM BURNING INTRODUCTION article. The link is on top of EVERY page on the DIY PROM Board.
Most custom prom writers will do a good job on the WOT, but seldom do much for part throttle, which greatly affects driveability. And then there are a host of little things that you can change depending on your circumstances. Want to try a different T-stat? You can change the temp that the Fans come on. Want to play with your TCC locking speed? You can do that too.
Plan on making a serious of modifications to see the individual affects, you can modify for each change. Plus you'll learn more about SES codes than you ever thought you would.
And last but best, if your car is basically stock, you can learn and if you screw up, you just revert to the orignal BIN and start again...no big deal.
The guys that have the toughest time are the guys how made a 383, installed a Miniram with AFRs and nice lumpy cam. I believe it is best to begin when your car is still basically stock.
You will learn MORE about how your engine REALLY works with your ECM than you ever thought. You will also learn what are useless mods (like relocating the MAT on a MAF car....does absolutely NOTHING!!! Well, not nothing...it screws up the operation of your EGR at cool temps).
PS: It's cheaper than the alternatives for all the equipment and software. And you NEVER have to purchase it again if you make future mods. And if you invoke "Highway Mode/Lean Cruise", the gas savings alone will pay for all the equipment.
Learning how to burn an eprom should be the FIRST thing a person should really do if they want to modify their engine.
