Yes, you can port anything you want! Including your exhaust tips!
No not really on the tips, but yeah the plenum is very portable. Remove the walls directly behing the throttle bores (lumps coming up from the bottom of the plenum with little holes behind them). then gasket match the runners to the plenum and then the runners to the base, and the throttle body to the plenum.
If you want to get really dirty you can pull the manifold and gasket match it to the heads. And take some out on the manifold ports and remove any casting flash.
Beyond this there isn't much to do with the stock runners since they're made of tubing and not cast.
You can port anything if there is enough material.

'88 RS (originally 2.8)
-350, .040 over, vette alum. L98s, stock tpi.
-305 injectors & chip
-TES headers & edelbrock cat back
-3.73 gears, 700r4.
Best with 2.8-17.4@77mph
Best with 305-15.0@93mph
Best with 356-13.7@101mph
on a 2.050 60 ft.
(Damn the 2.8!)

well I am guessing that you hvae an 85 T/A with TPI. Good news your car is pre-peanut cam. So you have stock for stock 215hp. Do a complete exhaust on the car along with porting everything like you said. I would suggest dumping the stock runners and getting some aftermarket ones that could be ported and siamesed. Also gears like you said but don't go above 3.42 with TPI. ALso get a stall converter for it. A cam would be a good idea later down the road or a swap to a 350.

------------------
I WOULD RATHER PUSH A CAMARO THAN DRIVE AN IMPORT

1983Z28 350w/ edelbrock performer RPM power package , dynomax shorty headers, 700R-4 with shift kit, 750cfm carb, edelbrock 3" exhaust system, 16" IROC rims and ASCD SS hood.

future mods:
completely done over suspension, black paint with flames,
T-56 almost ready to go in, TPI swap coming up

Wifes new car:

95Z28, AT, leather, T-tops bone stock for now.

future mods:
header to tailpipe replacement and a cold air intake. Then I am just going to leave it alone
