startup problem

Ok i dont know how to really say this but here it goes. Sometimes when i go to start my car itll act like im just turning the key to the on position, wont try to start i dont know how to say it im thinking its just not getting spark sometimes? Its weird the lights will flash like they do when you just turn the key to on. Could it be the starter or mabye the distributer is going bad? i dont know any suggestions on whats ammater are really appriciated. thanks nate.

well i have a 91 rs and mine has done this once or twice when i first bought it.i think it was in the vats system because i took my key out and put back in and tried it a few times and it started.but when it was acting up it wouldnt do anything when i turned it over to start.but the dash lit up when it was in the on postion.
