depends on just how much you are willing to spend. its basically up to you. i would go with a different cam and then go from there. once the cam is installed, i would get a nice custom tune for it to get it running at maximum potential. take things one step at a time

I would finish off the exhaust by going with high flow cats, and 3 inch catback. Then I would port the heads and do the cam. After that, manifold, runners, and port the plenum.

L31 heads...the GMPP Vortecs. I don't think the HOT Cam will do all that well, unless you get a well ported base and runners.

Well, there is the option of weight reduction. A small 75 shot may be your cheapest route
Heads make power. You have to find a good combo that will work in your budget. A $600 budget wont get you very far, so at that budget, a 75 shot will/should get you there.

Well....I would start by ditching those Flowtechs and getting good ones. Flowtechs are far from the best out there.
Vortec heads require a $400 Vortec style intake. So your stock intake won't fit.
Before heads, cam, anything....I'd start with a good exhaust system & go from there,
