Can a prom set injectors wide open?
Still having a flooding problem, wondering if a bad prom can make injectors run wide open all the time? just replaced the ecm and checked all the ground wires... so i have eliminated those options...

Have you checked the CTS and the CTS connection? it's a much more likely suspect
