Mileage and engine tune?

Car: 89 Camaro IROC-Z
Engine: 350 TPI crate
Transmission: 700 R4
Axle/Gears: 9 Bolts Borg Warner 2.77
Mileage and engine tune?
On a stock 350 tpi (crate engine less than 20000miles), at what mileage would you consider the engine needs to be tuned.
My best ever on highway is 18mpg, usually 16 on highway. I have got a borg wagner rear end with a 2.77gear. I dont feel lack of power, but it seems to be a bit too rich.
Is it time for a good tune?
