code 45

I'm new to fuel injection and have a 1989 IROC with a 305 TPI. I get a code 45...rich indication and the idle fluctuates between 1000 and 600 rpm, and ther is a strong smell of fuel. The fuel pressure is in specs as well as the new TPS and 02 sensors. I checked the injectors and all read between 16,2 to 16.8 ohms except one which read 8.3 ohms. Could this be the cause of the code 45? Any help will be greatly appreciated!!

Its very possible that that is the cause. However regardless of weather it is or not you still need to replace them.
