Need help with a bolt location on Plenum/Runners?

I took the plenum runners and fuel rail apart to replace the injectors. I was checking everything out getting ready to put it back together and noticed I have a bolt with a long rod/shaft attached to the head of it. Just wondering if anyone knows exactly what this is used for and where on it goes!!!

Top bolt between the runners where runners bolt onto plenum
Has a plastic piece on it to hold throttle and TV cable
