Weird start and idle

Car: 1988 Trans AM
Engine: 305 TPI
Transmission: 700R4
Weird start and idle
Does anyone know what would cause a 305 TPI when starting to sputter and slowly rise to an idle, instead of jumping to 2000 RPM then fall to an idle when it warms up? I cant figure out for the life of me why my car is doing it.. The car is completely stock and as far as i know nothing has been tampered with
