A/C help on my TPI

A/C help on my TPI
I just got a compressor installed today (a remanufactured) all day the a/c had been blowing just cool but not cold. Weird thing is that the clutch never kicked on and off like it does on my mustang and escalade. I ran it just a few minutes ago (night time) and was doing the same. After idling for about 5 min. (it's dark so it was hard to tell what exactly was happening) the clutch or pulley or maybe both locked up and started smoking/squealing. I turned the a/c off and then i looked under the hood and smoking/noise stopped and pulley was moving normally. I turned the a/c back on and oddly enough it starts blowing cold not cool and the clutch kicks on and off. My question is should it be cycling every 3 seconds? It was only about 70 degrees outside but the a/c lines coming out of the accumulator were frozen. Is this all normal? When it's 90 degrees outside will I have problems? My Mustang cycles about 25 sec...

to add to:
I just tested it again 30 min. later and noticed the compressor didn't cycle at all for a few min then started cycling frequently once the lines got frozen or extremely cold. I think maybe one of the switches or something might not be cycling my compressor like it should. It is holding the freon in though (so far no leaks).

They are supposed to cycle on/off - otherwise the system would freeze completely up. Low freon will make them cycle more often. Every 3 seconds sounds like too much cycling - should cycle on/off about every 20 - 30 seconds.
