HELP!!! Odd Idle

Car: 1989 Iroc-z camaro
Engine: 305ci HO
Transmission: manual 5speed
Axle/Gears: Borg Warner w/ 3.08 gears
HELP!!! Odd Idle
When my car starts it has a normal engine speed at about 2500 rpm and when it drops down to about 1800 to idle it jumps up around 22 or 2300 rpm. This happens every couple secounds. It seems that its trying to stay running with short bursts of fuel. Any ideas on a problem? Thanks for the help.

ecm, fuel pump, regulator. One of those. lol or just try change the fuel filter. My best guess.
