FPR: Is This Bad?

FPR: Is This Bad?
I was just poking around in the engine bay scouting my Plenum disassembly route, and when I removed the vaccum line that goes from the fuel pressure regulator to the back of the Plenum, there was fuel in it. Maybe It's just me being paranoid, but I don't recall this being a good thing in regards to the FPR diaphram. Can someone chime in on this?

ruptured diaphragm, should be no fuel in the line

yes, the fuel gets sucked into the TB causing a rich condition.

Oh those are only hats w/ a screw to adjust it then, figured you meant a complete FPR

Has this guy lost his mind? I thought one you removed the allen screws the FPR "hat" comes off to expose the diaphragm?

But, look at the one comment:
This will not work with the chevy Fuel Pressure Regulators, they are a sealed unit..........you will need to replace the hole unit.

When I removed the diaphragm, this is what it looked like. What would cause the rubber to rot out like this?
