FPR: Is This Bad?

I was just poking around in the engine bay scouting my Plenum disassembly route, and when I removed the vaccum line that goes from the fuel pressure regulator to the back of the Plenum, there was fuel in it. Maybe It's just me being paranoid, but I don't recall this being a good thing in regards to the FPR diaphram. Can someone chime in on this?

That's exactly what I thought. This causes the engine to run rich, correct?

Also, when purchasing an adjustable FPR such as a BBK unit, does it include the a diaphragm and all as a bolt on turn-key mod?

yes, the fuel gets sucked into the TB causing a rich condition.

Yes, adjustables are all complete ready to bolt on.

I just looked all over the net and couldn't find any mention of whether or not the BBK 1714 kit comes with a diaphragm. However, when I looked the part up on summit it said in the notes, "Must re-use stock diaphragm and spring assembly"

But, look at the one comment:

This will not work with the chevy Fuel Pressure Regulators, they are a sealed unit..........you will need to replace the hole unit.
Has this guy lost his mind? I thought one you removed the allen screws the FPR "hat" comes off to expose the diaphragm?
