91 tpi will not start

i just rebuilt m 91 305 tpi it has 40psi fuel, good spark and good timing, now the spark plugs are dry and dont smell like gas, the engine just turnes over anyone know ???

Are you getting injector pulse? If so, are you getting about 20miliseconds while cranking? You'll need a scanner to check injector on time. Look at ECT on data stream to see if it seems right.

Check TPS. If TPS is over about 4 volts, the ECM will go into clear flood and shut down injectors to clear a flooded engine.
