Fuel injectors wiring help

I have a 91 tpi 305 that I am having major issues with all injector wires plugged in it is filling my oil pan with gas. With the injectors all unplugged it gets voltage on the pink wire side only. when i plug in one injector, doesn't matter which one or which injector plug i use, i get voltage on both wires once plugged in. what could be the possible cause of this. i looked for pinched or chafed wires and can't find any. could this be the ecm? so far what i have done is brand new bosch 3 injectors, adjustable fuel pressure regulator, brand new intake gasket upper and lower, iac sensor throttle position sensor, plugs, wires, new distributor, o2 sensor. motor was running very rich before i changed all of this. after i changed all of this the motor was still running rich. i had a new chip burnt because it was determined that the motor was not making enough vacuum due to the cam. i put the chip in and it ran but was getting a code for high/low voltage at the fuel pump. i found out that i had a major vacuum leak at the plenum runner tubes. i changed the gaskets out and now it won't run because it just keeps dumping fuel into the cylinders. i looked on here to see if this was a problem some one else has run into to no avail. PLEASE HELP!! don't want to throw more money at it unnecessarily! thanks in advance for any help.

Have you checked the other terminal wire for connection to ground ?
With or without the ECM plugged in ?

If to ground with no ECM ;then a ground fault on the wiring from injectors to the ECM.
If to ground with ECM connected likely a ECM fault
