TPI ignitions/fuel problems. HELP!

I have a 1987 Camaro IROC-Z TPI 5speed. I can't seem to get it started. I bought it a couple weeks ago and the guy said it has fuel injector problems. I wasn't sure by what he mean't and I still don't. The engine will run on starting fluid, but it will not run on its own. The fuel pressure will start off at 40 psi when ignition is at the "ON" position and jumps to 70 psi when cranking the engine. So far i have replaced rhe fuel pressure regulator and the pick up coil in the distibutor and it still will not fire up. One of my co-workers put a injector pulse light on one side of the injector banks and it was kind of dull then when he went to the other side he said the light was brighter. I have no idea whats going on and I'm no TPI expert, and if anybody has run into the same or similar situation I would apprecitate some help and advice to solve the problem!

If you are still getting 70 psi fuel pressure while cranking, something is clogged up/kinked in the return lines. Address that first.

I do not believe any lines are kinked. I pulled the fuel rails I am going to replace all the injectors and inspect the fuel rails to make sure there are no clogs. I am also gonna replace the whole engine harness and see what that does. The current harness looks kind of hacked up. I do have a chipped ecu but i'm not going to install it until i figure out whats going on.

The only reason you would get 70 psi with a new regulator is a plugged return system as ploegi said. That's it and it must be fixed. Maybe not the line itself but something is keeping the fuel from returning to the tank. Could be dangerous.

Got the fuel pressure down to 40 psi now and still will not start. Also adjusted static timing and still will not start

Will it still fire with starting fluid? If so, you need to find out why your injectors are not firing. Did you replace the injectors as you stated above? Check for battery voltage at the injectors, there are 2 fuses, one for each bank of injectors. If you have good voltage at the injectors and the Noid light is still "dim" you need to check all your ground connections. Wiring on an older car is always susceptible to corrosion. You will have to check your connections at the harness going to the ECM, you MUST have good ignition power (key on) and grounds at the ECM then you need good grounds from the battery to the chassis, engine and firewall. ChevyThunder and AustinThirdgen are two very good sources for info on ECM wiring diagrams and troubleshooting charts, both contain a wealth of info. HTH!

I have not replaced fuel injectors yet. I blew air through both rails and return lines to get the psi down. Tried starting fluid and got soft poping through intake and throttle body with smoke with blue tint.

Also have confirmed spark. Now i believe the timing is off a little bit so still have to adjust that to see if that was the problem

Now it seems the injectors are not firing. Sprayed some starting fluid in throttle body i just backfired out of the intake so that tells me the timing is off but when cranking when there is no starting fluid involved it just keeps on turning over which has now come to the conclusion that there is no fuel. Gonna try to mess with it today.
