1991 Camaro 350 TPI TPS issue

Hi folks recently bought a 1991 Camaro with a 350 Tune port been slowly working on it and now its having a TPS issue I'm reading pin a as 5v pin b as 12v and pin c as 5 volt with the TPS disconnected and it has a old school FAST ecu in it that when I hook it up to their logger program it is reading the throttle at 94% when mounted on the throttle body with its original sensor and 90% with the new sensor mounted the new sensor will read down to 0% when off the throttle body but once you try and move it it will spike to 90% then 94% I don't really know much about fuel injection but if this makes any sense to any of you please let me know what's more than likely going on I've had 11 different mechanics and or custom builders look it over and the only thing they could say was put a carb on it thank you all for any information you can give

the purple line is the tps when I hook it up and unhook it
