Probable electrical issue
I have an 89 formula firebird 305 tpi. The car sat for a few years, tarped. I recently have tried to start it and have had several issues to say the least. When I put a good battery in, I have power to the lights. I put the key in the ignition, the alarm sounds. When they key is turned on the cooling fan turns on, the fuel pump does not engage, and the starter will not crank. I am not sure if this is a vats issue, an ecm issue, or everything is just screwed. Thoughts?

I now have it cranking, the fan no longer turns on. I still don't have the fuel pump working. It seems to be a bad ground somewhere. Still searching.
Edit: was able to jump the relay, so I have fuel to the rail.
I am thinking ecm now.
