There’s a 1990 Firebird, I’m working on, 350 TPI. Fuel pump will not prime when the key is on. VATS system is working. I can get the fuel pump to run if I use the jumper by the relay. But then there is no injector pulse. car fires up just fine with starting fluid so I know it has spark. I already checked what I think is the fuel pump fuse, it’s not blown. Everyone says it’s near the battery, but I found it near the driver side in front of the radiator. Nothing by the battery. All of the fuses inside the car are good. Any other pointers? I don’t wanna be throwing parts at the car.

Sounds like the ecm isn’t powered up. The fuse for pump/ecm is in a plastic holder on the fender.
that’s the first thing I looked for. I found one on the driver side close to the radiator in a fuse holder. But not near the battery like everyone says it should be.
