shifting problems

my 700r4 trans does not shift if i have my foot on the gas if i take my foot off then the trans will shift but if i have the gas ped pushed down any lil bit it just won't shift at all it stays in first when i take off tae foot off ga and it shifts same thin threw all the gears have to have foot completely off the gas ped b4 it shifts what could cause this and how can i go about fixing it

To adjust the TV Cable skip the book method and do this: Press the 'D' shaped lock button on the adjuster and loosen the cable setting (The black housing that the metal cable is in will move forward). Now, have someone floor the gas pedal while you check to see if the throttle plate is open all the way. Usually they are off a little and will wiggle. Do whatever you have to do to get it open solid. Now, with the pedal still floored, press the 'D' button and pull the cable casing (the black tube) back as hard as you can (putting maximum tension on the metal cable) and release the button. You now have the engine, tranny and gas pedal all in sync at WOT. Mark the cable casing so if for some reason it gets moved you can know where to put it again. The problem with the 'self adjust method' is that it bends things and puts them permanently out of whack. It is also the full TV setting, which is theoretically what the GM method does.

Now if it still does it, either the tranny is actually slipping and you need to let off for it to "grab" or the Governor calibration doesn't match the power curve of your engine; IE: it has a lower power curve than the WOT shift points allow for.

One other thought that I have seen on later model vehicles but could just as easily be your problem, the engine could be running out of fuel at WOT. This could be from a restricted fuel filter or a weak fuel pump.

it does it even when its not at WOT it will do it with 1/4 throttle or any throttle is there no differnce in the fix method?

It is hard to say from here. You very likely have some valves sticking in the VB, particularly the Throttle Valve. Also a little rarer but it does happen is there could be a problem with the Governor itself such as the head being loose or worn pins. Make sure that the TV is set right before condemning anything though.

ok i adjsted the tv cable as per the instrutions and what it did was nothing but make it so that it kicks it down at all ranges of the throttle except for 1//4 throttle but it still will not shft at all unless you habv your foot off the gas also tryed unhooking the tv cable totally and still the same have to let off the gas to get it to upshift
