low RPM's

I'm a bit curious as to what is the highest RPM in a stock TBI and how one may increase the motors RPM.

Mine are as follows (approximations).
1991 Camaro RS 305 TBI (stock)
1st Gear - might be 3500 (im not sure)
2nd Gear - some where in the 3000's
4th Gear - 3500
5th Gear - 3500 or lower

My engine never seems to reach 4000 RPM's like the tech data states or even red line in any gear. Is there something wrong with my transmission or is it something in the engine?

PS. I'm not granny shifting!!!
