700R4 shift points

My car has a 700R4 out of a 84' Z-28.It has always shifted kind of low for my taste and i installed a B&M shift improver kit a few years ago to try and make things a little better.It seemed somewhat better until i blew a front seal and decided to get it rebuilt.The shop that did the rebuild gave me a hard time about the kit saying it was garbage and probably helped bring premature failure to the trans.Anyway,after the rebuild, the trans is shifting slushy again.It shifts gears at about 1500-1800 rpm,Is this normal for a trans out of a Z-28?I've adjusted the TV cable untill i'm blue in the face and am convinced it is where it's supposed to to be.I'm wondering if maybe the governor could be the problem and how could i go about modifying it if it is.I'd appreciate any help i can get with this.When i shift the car manually,It seems like a different car,having no trouble chirping the tires when it hits second.I'd think it wouldn't grab so hard if some thing were wrong inside

Install the Trans-Go Shift kit (not the Junior), this will solve/fix the problems in your unit. If you want performance shifts along with the fixes, give me a call, at 800 7763288 M-S 10-6 PST.
