Can you use a lockup converter in a non lockup trans?

Transmission: 700R4
Axle/Gears: 2.73
Can you use a lockup converter in a non lockup trans?
My stupid question of the day: Does the trans have to be the lockup type to use the lockup feature of the torque converter? Or can you use, for example, a 700r4 converter in a th400 and have it lock up on the freeway?
