shift point?

Ok i just got another camaro Its a 88 iroc l98 w/ 700r4. my other camaro is now a t56 and I don't know much about autos. My question is at what rpm is a stock 700r4 sposed to shift at?
At wot my car will not shift untill I let off.(around 5700rpm)If I stay in it I dont think it will shift. I just changed the filter and fluid. One more question is there a way to drain all of the fluid to change it? thanx

To change the fluid, you gotta pull the Transmission Fluid pan. You'll need a new gasket on hand as well.

Yeah I changed it once, but I want to know if there is a way to drain the conveter too?

The capacity on the 3-4 clutch pack is just about gone with the transmission as is to handle WOT shifts. If you do not want to spend the money on a new transmission at this time, and assuming the fluid and the "3-4 clutches and 2-4 band" are in good shape, you could install the Trans-Go Performance Shift kit, Corvette servo, and the larger boost vales to solve this problem. Worst case scenario, you use these parts in the next rebuild.
