bad 1-2 shift at WOT only

bad 1-2 shift at WOT only
From a dead stop or a slow roll at WOT it revs to @4500 RPM in first gear and then hesitates going into 2nd like something won't release or apply. When it does this the car stops pulling. All the other shifts (2-3 and 3-4) are perfect. Does anyone have any idea why this is happening?
