Rotors rusted to axles

Well the title pretty much says it all. I've tried beating on the rotor 'hats' and spraying witha good penetrant, but nothing seems to work. I'm open to all pretty much all suggestions, but note that the axle may not have c-clips. Also, I have 2 axles both with the same rusty rotor condition.

is it the front or the back? If it is the front, you need to take off the hub. My backs were rusted on pretty good. I beat my rotors with a sledge hammer and ended up putting a dent in them. They would not come off. after like 3 hours they finally broke loose.

BFH, heat, or CO2 fire extingusher all ought to help get the rotors off

CO2, carbon deoxide, used in CO2 fire extingushers, does about the same thing as heating a part up.

When I did my drum to disc conversion, the salvage yard rear end assy. had some pretty rusted on rotors... I used a large-jaw gear puller, tensioned it up real tight, then a good rap with a hammer and they popped right off...
