torque converter not locking up.......why??

torque converter not locking up.......why??
I tried that torque converter test last week where you drive about 35mph and then lightly hit the brakes, and see if the Rpms jump. Well last week it worked, I tried it on the way to work today, and its not locking up anymore. WTF??
