Install 3-4 boost springs or not?

I've seen bulletins not to install the springs and I've seen bulletins to reinstall them which is it?

I replaced mine with new ones and re-installed them. I have been researching this a bit and found that on the early model 700R4s that used these springs, 1988 I think is the first year they appeared, they had a problem with binding. I am guessing that your working on a 91 trans? I would go ahead and put new ones back in, However if you don't want to do that you can remove them and drill out the 3/4 release hole.
