Wont kick down into gear, Why?

Engine: 385 HSR.....LS1
Transmission: 700R4 with Midwest 3400 2.4str...M6
Axle/Gears: SLP Zexel Posi unit 3.42's...3.73's
Wont kick down into gear, Why?
When Im in 4th cruisin down the highway and stomp it the tranny wont kick down into 3rd...or even when Im in 3rd wont kick down into 2nd....or 2nd to 1st......any speed....
whats not right or connected or not connected?
Would chip programming have anything to do with it..
Before I did all the engine stuff the tranny kicked down jut fine..and I didnt mess with the tranny at all....

Cpu doenst control that in the tranny so that couldnt be it. First thing to look at is the tv cable. Thers an article about adjusting it in the tech section here.
