Downshift problems

Car: 88 camaro
Engine: 2.8 v6
Transmission: 700r4
Downshift problems
I recently purchased an 88 Camaro. One thing that I've noticed is when I floor the gas pedal around 40 mph it's as if it kicks into neutral. I believe that there's something sticking when the tranny is trying to downshift in the 2-1 gear range. I red-lined the motor twice when this happened.
I know that the TVC is adjusted correctly. It shifts normally througout all gear ranges and there is no slippage. It downshifts normally in the 4-3 and 3-2 range also. The 2-1 downshift is where the trouble lies.
Has anyone ever encountered this problem?
