I also have a subset of this problem.
My 700R4 won't shift into 3rd at WOT.

This causes a problem at the dragstrip for my little 305. I start creaping past the redline just before the finish line.

The above is the only problem my tranny has. It does have aabout 180k on it.

Adjusting your TV (throtle valve) cable may fix that. It will affect your shift points at lower throttle also, so be careful not to adjust much, one or two clicks might do it.

mine does it on the 2-3 shift i have to let off to get it to shift and its not the tv cable. im going to try another valve body to try and fix it cus it seems nobody on the site knows what causes it or how to fix it.

Sound's like you've got a gummed up governor. Shift points are controlled by a combination of TV cable position and a signal from the governor. At WOT the shifts are controlled by the gov..Pull it out and make sure that it moves freely and the springs haven't broken or fallen out of it. Pulling the valve body without diagnosing the problems will only lead to more headaches.
