Changed govenor to get 1-2 right. But 2-3 still early?

Changed govenor to get 1-2 right. But 2-3 still early?
My 'built' 700r4 gernaded itself so I had it rebuilt with the same valve body. At that point it shifted way to high at WOT. So I kept the same springs but went two sizes heavier on the weights.
At that point 1-2 was about 5500rpm's but it won't hold 2nd long and wants to go quickly to 3rd.
At a cruising speed it also doesn't like to downshift easy.
I'm assuming that's because of the heavy weights.
What can I do next to get the 2-3 shift right?
I'm afraid if I take away weight the 1-2 shift will be to high again.
Can springs do something, or are they just for part throttle?
Also why would it suddenly need a much bigger govener on after the rebuild if the valve body was reused?
BTW it seems to shift firm when it does shift.
