Why doesn't it downshift?

About a year ago, I had my transmission rebuilt from the ground up. So far it's been holding up fine, but I have a very big concern.

My passing power sucks and took a big dive recently. The car will not downshift from 2nd to 1st, and sometimes it doesn't downshift at all.

I wanted to pass someone today, but I was stuck in third gear the entire time, and I was going at about 40 mph, so a quick downshift to second gear definitely would have helped me get the job done quicker.

We also have construction going on, so when the road is clear I like to just step on the pedal and hope to go somewhere.

I am traveling at 20 mph when I do step on the pedal, yet the car doesn't downshift and will stay in gear.

I do not know if this is how the transmissions were built or if this was something put in to help conserve gas. But the fact of the matter is, whenever I am going uphill, it will ALWAYS downshift to the previous gear.

And when I am traveling at high speed it will always downshift as well. It doesn't make much sense that it never downshifts when I am traveling at a petty 25mph.

Any ideas? I mean it can't be anything serious, it is just annoying and sad.

EDIT: In shorter words, the car doesn't ALWAYS downshift when I got WOT, there are times when it does and the rpms just shoot up and the car takes off, yet other times it just dogs on in 3rd or 4th gear.

Double check the TC cable adjustment, if the cable has stretched slightly then the tranny wont actually 'think' your going WOT and may not downshift.

Other than that, i dont know.

Im sure probuilt can tell ya exactly whats involved in triggering a downshift on the 700r4!

I had the 700r in my 86 rebuilt about 8 months ago, it was fine for 4 or 5 months, then it started not shifting from 2nd to third @ WOT, my wife hates this problem, i also got the tranny out of a 91 rs i used to own, i am guessing it is not exactly the same as the original, my transmission builder said to go through it again, $$$, maybe the transmission you have could be out of a different year, the separater plates are not all the same, i dint know if this info will help but my transmission was fine originally before rebuilding the new one, weird.
