Re: My 700R4 can shift into gear WITHOUT the key in ignition!
On my '91 Z28, there is a cable that runs from the ignition switch to the shift lever, that accomplishes locking the shifter in park when the key is turned to the 'lock' position of the ignition switch. When I installed a Dual/Gate shifter, for some reason, the cable would no longer reach the shifter attach point, thus disabling the shift lever lock feature (I can move the shifter without the key in the ignition). Check the cable connection at the ignition switch and at the shifter.

There should be a solenoid that locks out the shift button when the key is not in run.
Either the solenoid is dead, not there, or its been disconnected.
________
My car had the solenoid, but the P/N safety switch was bypassed. So I could start my car in any gear. I made that mistake once. Never again. Wired it back up the right way as soon as i figured out why my car started moving when I put the key in crank positon.
