Do I need a lockup kit if IM going from 305 tbi to 350 carb? What else?
I really want to rebuild one of the 350 4 bolt engines Ive been packratting.
I want to make it a carb'd car and no way connected to a computer.
Im assuming I can take the computer and all emissions out then
Also, will I need one of those torque converter lockup kits for the 4th gear? Ive got a 700r4
Anything else Ill have to do for the transmission to work?

You'll need to provide some way to lock the TCC up without a computer. Other than that the only thing the transmission needs is the correct TV cable geometry on the carb.

That brings me to another question. Is there some sort of kit that they sell that is easy to install the for tv cable bracketry?

Those should work fine, as long as you have an Edelbrock carb, of course.
