Alright, well I got my car back from the shop yesterday. i just got the tranny rebuilt. Its been Great!!! except for today. I got on it leaving a light and now it wont shift outta 1st until like 1700, and earlier it wouldn't go into 4th. Do I need to adjust the T.V cable or do I have to send it back???? The shop gave me a 6 month warranty so I figured its covered.

if you trust your shop that they did a good job.
just take it back to them
DO NOT try and fix the problem yourself. if you are promised a 6 month warranty.
take it back to them. tell them your concern, and they SHOULD fix it at no cost.
dont fool around with warranties.

Sounds like the TV cable is not adjusted properly,or not seated proprly in the mounting bracket. Either way I would take it back to the shop before driving anywhere else. A Short Cable could effectively burn up the internals in quick manner. Its covered and they probably are expecting you to come back for tweak adjustments anyway, they just didn't say it in case you messed with it yourself and they could void the warranty if it burned up.

I don't think its a tv cable issue but likely the throttle valve itself is sticking, Could be some small debris but you will have to take it back where it came from unless you are willing to attempt a valve body removal yourself. If you have to remove and ship some whee I would remove the pan first and look fo small metallic pieces like glitter

I took it back to the shop. He took it for like a 30min test drive, came back and said "it shifts fine now, but it feels like s sticky valve". He told me that it needed to be driven, let it break in a little and if it doesnt quit to bring it back and he'd put a new valve in it. But my questions are,
why would it stick if he just rebuilt it????? and whats it gonna cost me to have him pull it all back apart and put valves in it????
The tranny is old. the speedo broke two yrs ago, and the odometer was at 195k and some change. and Im sure the trannies been rebuilt before. But I just want what everyone does, "a car that runs perfect"

It could be a defective part.
it could be improperly installed parts.
If the shop you took it to has a good reputation then it could be something as simple as a T.V adjustment. but let them do it.
offer to go on a road test WITH them.
YOU drive the car and tell them exactly what happens.
dont let them go off and drive it by themselves.
you are the only one who knows what happens WHEN it happens.
what ever you might feel could be "normal operation" to them.
it shouldnt cost you a dime. if the did a full overhaul on the trans. that means they touched everything necessary for you to have a trans concern.
from now until the warranty expiration date.
its their problem.
IF they did a full overhaul like the said they did.
take it to them until you feel its how it SHOULD be.
and dont let them charge you for anything.
