what is normal tcc operation?

My 700r4 is working fine and shifting through all its gears but when the tcc kicks in I hear a extremely louder engine and it doesn't seem to accelerate. If i want to accelerate I have to gun it or lightly tap the brakes and accelerate. So do I have a problem?
This was unplugged by the previous owner I just tried to plug it in and this is what happened?
